Methodology: How CollegeNPC Calculates College Costs

CollegeNPC.com shows what college actually costs using public federal data. This page is the single reference for where every number on the site comes from, what it means, and when it gets updated. Every data block on the site links back here.

Data sources and survey years

All school data is compiled from U.S. Department of Education public datasets, joined on the IPEDS UnitID. Current vintage, retrieved 2026-08-06:

The dataset covers 4,319 currently operating, degree-granting, Title IV institutions (public, private nonprofit, and private for-profit, 2-year and 4-year levels). Each survey is used at its newest published release, which is why the survey years above differ. When a newer aid or charges file drops, the whole site refreshes from it.

What net price means

Average net price is the federal measure of what full-time, first-time, degree-seeking undergraduates actually paid after grant and scholarship aid was subtracted from the full cost of attendance. For private institutions it covers students who received any grant aid. For public institutions it covers students awarded Title IV aid and paying in-state or in-district charges. Income brackets are the five federal brackets: $0 to $30,000, $30,001 to $48,000, $48,001 to $75,000, $75,001 to $110,000, and $110,001 and up.

Net price by bracket is an average of what past students in that bracket paid. It is not a quote, and your actual aid offer can differ. For a personalized federal estimate, every school page links to that school’s own official net price calculator when the school publishes one.

The estimator

The estimator on school pages is a lookup, not a calculation. Select an income bracket and it shows the average net price students in that bracket paid at that school in the 2022-23 IPEDS Student Financial Aid data. The 4-year projection is the annual figure multiplied by four, labeled as a simple projection with no assumptions about aid growth or price increases. Schools that did not report bracketed net price show published prices only, and the estimator is hidden.

How “lowest-cost” lists are built

A school appears in our lowest-cost online lists only when all of the following hold:

  1. It participates in federal Title IV aid programs and is institutionally accredited.
  2. It is exclusively a distance education institution, or at least half of its enrolled students study exclusively online (IPEDS EF2023A_DIST, Fall 2023, or the College Scorecard distance-only flag).
  3. It reported published annual tuition and fees to IPEDS for 2023-24.

Within that pool, lowest-cost means lowest published in-state annual tuition and fees from IPEDS IC2023_AY, retrieved 2026-08-06. Published tuition is the metric because it is the one figure reported consistently by every school. It is not a personal quote, and books, fees, and per-credit variations can move real totals.

The online cost benchmark quoted on school pages is the median published annual tuition of the 25 lowest-priced institutions in that pool, recalculated with each data refresh.

Outcomes data

Median earnings figures are College Scorecard median earnings of former students 10 years after entry, federal aid cohort. Median debt is median federal loan debt at graduation. Completion is the share finishing within 150 percent of normal program time. We report these numbers with their source and never editorialize about whether an individual school is worth it. Earnings reflect past cohorts and are not a promise of any outcome.

Update cadence

Data refreshes annually when the IPEDS Student Financial Aid final release drops, with the retrieval date shown on every page that carries data. If a survey year on a page looks stale, the retrieval date tells you exactly which vintage you are reading.

Independence

School pages exist for every qualifying institution in the federal dataset, and no school can pay to change its data.
